The following instructions tell you how to set your Windows 8 PC as hotspot:

1. right click windows icon in the lower left corner to launch command prompt as admin
2. netsh wlan set hostednetwork mode=allow ssid=tlyoon key=yoon1234
3. netsh wlan start hostednetwork
4. open Network and Sharing Center -> Change adapter settings -> right-click Mobile braodband 3 (or any active internet network) -> Sharing Click  -> Settings, choose Services: HTTPS and HTTP -> OK
5. To stop sharing, netsh wlan stop hostednetwork
